Only meets with the following criteria will be approved as an observed meet
To have a meet authorized for observation of swims, a request must be made to the KYLSC office at least ten days prior to the meet. The following requirements must be met for a meet to be approved.

High School Championship Meets - Regions 1, 2, 3, 5 & State KHSAA Champ Meets will be approved
*Region 4 must seek approval from OH Swimming

Any city/county season-culminating championship meet

Any invitational meet with 4 or more schools/teams or a minimum of 200 athletes entered

The meet shall be on the published calendar of the appropriate, school, league, conference, etc. and KHSAA website

Meet Referee must be dually certified

Dual Meets will not be approved

Pools must meet USA Swimming requirements

* Regional and State Championship meets fees are waived
*A time trial held in conjunction with a meet whose swims are authorized for observation may also be observed if the time trial will be officiated to the same standard as the authorized meet
Requirements
** Meet Reconciliation – Once meet entries have been finalized, email a Meet Manager zipped backup file to the Kentucky Swimming office.
Missing or incorrect ID numbers for USAS athletes will be identified. kentuckyswimming@windstream.net
A USA Swimming Official must verify that all swims approved for USA Swimming purposes were in accordance with the requirements of 102.24 (Timing Rules), 103.3 (Racing course Dimensions), and 103.13 (Starting Platforms)
Officials Duties and Responsibilities
1. There must be a minimum of 2 USA-S certified officials, to be stationed at the corner of the start end and turn end, diagonal from each other.
2. ALL swimmers must be observed, not just USA-S swimmers.
3. USA-S Officials shall be provided with a heat sheet and all disqualifications shall be recorded on the heat sheet.
4. Only technical rules that differ from USA-S technical rules will be observed. "Where the technical rules are identical to those of the organization under whose rules the meet is being conducted, the judgement of the organization officials shall be sufficient." (Rule 202.5.4)
5. For High School swimming, the technical rule which differs and shall be observed is "failure to initiate turn" on the backstroke. Therefore, the backstroke, IM, and Medley Relay events are the only events that must be observed.
6. When possible, post the disqualifications.
7. At the conclusion of the meet submit a disqualification report to KY Swimming Officials Chair. Report should include name of meet; date; location; event number; heat; lane; disqualification; name of official making the disqualification.
8. All times for observed swims in high school meets shall be entered into SWIMS as LSC UN.
Meet referee must meet with officials and give a brief explanation of their duties as a KHSAA and USAS official
Meet Announcement
Meet announcement must contain the following information

Pool name, number of lanes, timing system

The competition course has (or has not) been certified in accordance with 104.2.2C (4).The copy of such certification is on file with USA Swimming.

The depth of the pool at the start end is XXX feet. The depth at the turn end is XXX feet

For the protection of the athletes, the use of audio or video recording devices, including a cell phone, is not permitted in changing areas, restrooms or locker rooms.

Except where venue facilities require otherwise, changing into or out of swimsuits other than in locker rooms or other designate areas is not appropriate and is prohibited

Held under the Approval of Kentucky Swimming, Inc.

USA Swimming, Inc. Insurance applies to Only those attendees who are Currently and Properly Registered and Certified with USA Swimming, Inc. Attendees who are Not USA Swimming, Inc. registered are offered No Insurance Coverage at this event.

Any USA-S swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement.

In granting this Approval it is understood and agreed that USA Swimming, Inc. and Kentucky Swimming, Inc. shall be free from any liabilities or claims from damages arising by reason of injuries to anyone during the conduct of the event.

Club athletes may obtain USA Swimming Registration ID numbers from your club coach (see attached)

This meet is a Kentucky Swimming Approved Meet. When all conditions of Approval are met, all times achieved by USA Swimming, Inc. Registered Athletes may be loaded to the USA Swimming National Database, SWIMS
